FINANCE AND ACCOUNTING DEPARTMENT
PRINCIPAL DUTIES & RESPONSIBILITIES
Formulate the departments functional strategy, work plans and programmes and ensure alignment with AUPCTRE’s overall corporate strategy, goals and objectives. Provide overall guidance, leadership support and strategic direction in the execution of the day-to-day activities of the department. Design and implement cost effective measures to support AUPCTRE’s goals and objective. Contribute to the evaluation and development of operational strategy and performance in co-operation with the other HODs. Manage the financial resources of the Union to optimize performance and enhance output. Prepare and submit periodic management reports on the activities of the department for Board and NEC decision making. Continually review and assess the effectiveness and efficiency of the departments’ policies, procedures and processes and identify improvement opportunities. Co-ordinate timely preparation of financial statements, ensuring that statements reflect the organization’s financial position and comply with statutory and regulatory requirements;Manage the interface between the organization and external auditors and regulators to ensure the organization’s financial interest is protected; Co-ordinate the development of AUPCTRE’s corporate budget, and the allocation/distribution of financial resources;Periodically review key AUPCTRE’s finance activities and performance reports and take appropriate action to ensure the organization’s business objectives are achieved; Ensure availability of adequate funding as required for the union’s operations, in line with AUPCTRE’s financial policies; Develop and maintain strategic relationships with key banks and other financial institutions;Develop framework for delegation Union on financial issues i.e. develop, administer and enforce compliance with financial rules and regulations; Continuously review the department’s policies, processes and activities, and make recommendations for improvement to the GS, Board;Perform other duties as may be assigned by the GS, Board or NEC.
