THE 24TH PLENARY SESSION OF NATIONAL GOVERNING COUNCIL, (NGC) HELD IN ENUGU, ENUGU STATE ON THE 9TH – 10TH MARCH, 2021
The Opening Session commenced at 10:14am with an opening prayer said by Comrade Martha H. Dauda, National Ex-officio member and Com Tukur M.S.A, Chairman NAMA NCC, followed by recitation of the National Anthem. Com. Sikiru Waheed, HOD Industrial Relations and Organising led in singing the Solidarity Song.
Fraternal Messages
Head Of Service (HOS) Enugu State
The Head of Service, Enugu State, Mr. Ken Chukwuegbo, was represented by Dr. (Mrs) Chinwe Anibueze. He welcomed delegates to Enugu State.
She told the NGC-In-Session that the State was very peaceful and everybody will enjoy his / her stay in the State capital.
She informed the NGC meeting of Government interest in the welfare of workers which had reflected in the constant payment of salaries and allowances.
Appreciated the Union for its cordial industrial relations with Enugu State Government.
NLC Chairman Enugu State
Com. Virginus Nwobodo, Chairperson NLC Enugu State Council welcomed NGC members to Enugu State.
He promised that Enugu State Council of NLC will work with Unions in the State to achieve better welfare for members especially the implementation of National minimum wage to Parastatals.
He also promised that NLC Enugu State Council will pressurise the State Government to pay the outstanding salaries of workers in Enugu State.
Federal Housing Authority (FHA)
Mr. I.S Omole, who represented the Managing Director of FHA, enjoined delegates to participate actively in all matters slated for deliberation
He also informed the NGC of the readiness of the Agency to partner with the Union at all times.
Federal Ministry of Labour and Employment (Enugu State)
Mr. C.C Umuma, State Controller, Enugu State welcomed NGC members to Enugu State.
He promised that the Federal Ministry of Labour and employment will continue to support workers for good working relations.
Address by the National President, Comrade Benjamin Anthony.
The National President of the Union, Comrade Benjamin Anthony, addressed the opening session of NGC with the following issues:
- He introduced the theme of the NGC which was “meeting up with the changing world of work occasioned by COVID-19”. The Theme was chosen to reflect the current phenomenon in the world.
- He reflected on the past Labour related issues that are left unattended to with a view to work on them.
- Appreciated Government efforts in fighting COVID-19 and workers who are in the front line in the fight.
- Called for all-inclusive approach in the distribution of palliatives to the citizens.
- Complained about Government lackadaisical attitude towards reducing economic hardship
- He appealed to Governments at all levels to address the issue of insecurity in the Nation
- Called on Federal Government to engage all stakeholders to uphold Public Service Reform.
- Urged all State Governments that are yet to implement National Minimum Wage to urgently comply.
- That Privatization of Water is evil and must be resisted by Nigerians because it will increase the already extreme hardship.
- Called on Government to address the high rate of unemployment.
Spoke against Government interest in Privatization and concessioning of Public Utility and Enterprise.
- He condoled with the families of Com. O.I. Raji, Hajia Kulu, Janet Onuha, Osita Onuaku, Wale Oduntan, Elder Eura Chukks who passed on to glory after the last NGC. A minute silent was observed in honour of the departed souls.
He appreciated God for granting NGC members protection and safe trip to Enugu.
Declaring the National Governing Council (NGC) Meeting Open
Honourable Uche Ogbonna (Commissioner for Labour), Enugu State who represented His Excellency, Ifeanyi Ugwuanyi, Governor, Enugu State, addressed the NGC and declared it open as follows:
- That Enugu State Government has provided 100 units of houses to workers.
- Prompt payment of salaries & Pension
- Negotiated and implemented the National Minimum Wage to Civil Servants in the State.
- Building of NLC, Enugu State Council Secretariat by the Government.
One of the major highlights of events at the 2021 NGC in Enugu state was the appointment of a Substantive General Secretary of the Union.
The National President presented a memo to NGC on appointment of substantive General Secretary for the Union, the memo explained the processes of the appointment as follows:
- A Committee was set up by NEC to interview all the HODs that participated in the process of the appointment.
- The Committee based its recommendation on the following criterial: competence, qualification and performance.
The Committee therefore, recommended Comrade Sikiru Toyin Waheed to NGC-In-Session to be appointed as General Secretary, based on his performance at the interview.
After a thorough deliberation of the Memo by NGC, a motion for approval of the recommendation of Comrade Sikiru Waheed, by The National President presented a memo to NGC on appointment of substantive General Secretary for the Union, the memo explained the processes of the appointment as follows:

The Committee therefore, recommended Comrade Sikiru Toyin Waheed to NGC-In-Session to be appointed as General Secretary, based on his performance at the interview.
After a thorough deliberation of the Memo by NGC, a motion for approval of the recommendation of Comrade Sikiru Waheed, by NEC as General Secretary of AUPCTRE was moved by Comrade Basil Victor Chibuzor, Chairperson Abia State Council and seconded by Comrade Perpetual Wellington, Chairperson, Women Committee South-South Zonal Council. His appointment was unanimously accepted.
Comrade Sikiru Toyin Waheed accepted the appointment and appreciated the NGC-In-Session he also promised to be more diligent in his service with a view to further develop the Union to perform better than before.
At the closing moments, the National President (Comrade Anthony Benjamin) appreciated the NGC-In-Session for a robust meeting and the maturity displayed by NGC members which led to the success of the meeting and wished all members a safe trip back to their various destinations.
In the absence of any further deliberation the 24th Plenary Session of the NGC was adjourned through a motion moved by Comrade Ebito Thomas, National Ex-officio member of NEC and seconded by Comrade Dorcas Lenkat, Chairperson Plateau State Council.
After successful deliberations, the Closing Prayer was said by Comrade Mallam Garba Adamu, Chairperson Yobe State Council at 8:22 pm. Followed by the rendition of Labour Victory Song.
